PRETORIA: Our insider's guide to Proclamation Hill

Proclamation Hill L is considered “the jewel of the west” as it has prime real estate and a record of performing consistently which makes it a magnet for the seasoned investor and first-time home hunter alike, says Billy Harper of Dormehl Phalane Property Group.

“Proclamation Hill is considered to be a secret hidden gem of the Pretoria property market and it surely is the diamond of the west,” says Harper, who reports that there is a steady growth rate on local properties every year.

“It is very lucrative for the investor, either for re-selling or for letting.” As a result, financial institutions are usually willing to grant interested investors loans to buy in the area. “Buying here is a good value for money investment. The area is close to all the essential amenities, is relatively crime-free and is situated on a bit of a hill which provides for a picture-perfect view.”

The neighbourhood has become more popular as investors have begun to appreciate its potential as a well-situated suburb close to main routes and work centres. It also has a reputation for being peaceful.

Proclamation Hill also presents the property owner with business opportunities. “It has a mix of expensive to more than affordable opportunities and there has recently been a persistent trend of small-to-medium businesses setting up work-from-home enterprises,” says Harper.

Some of these home-based enterprises are situated along a busy WF Nkomo Street, that connects the suburb to Pretoria Central and areas further west of the city.

“This is the area where the serious buyer or investor will look,” says Harper. “The area caters for the first-time home buyer, as well as those who need to be close to town and amenities. These include tertiary institutions such as Tshwane University of Technology, which is only 3km away.”

Also in close are hospitals such as Pretoria West and Kalafong in Atteridgeville. The property entry price is around R395 000 for a bachelor sectional title unit.

Top-of-the-range properties are in the region of R4 million, says Harper. This broad range of prices makes Proclamation Hill one of the most diverse suburbs in the Pretoria area.

Harper says: “My advice to prospective home buyers and sellers is to work with a reputable, established estate agency which usually has the backing of a solid transferring attorney and bond originator who know the ropes.”

To get the best possible deal, he suggests it would be prudent to view as many properties as possible before committing; since this is an area where a good bargain can be struck. Monthly levies payable should be written into your offer to purchase, for those who are buying flats, he says. Pretoria West, Wespark and Kwaggasrand have similar property values.

Proclamation Hill is a good neighbourhood and relatively crimefree. Nothing serious has happened in the two years I have lived here. The area is also convenient and my children can walk to Heuwel Primary School. Getting to the shops and to work is also easy from here.

3 Local Parks

There are lots of nice parks in the area. One of the most popular is on Kiaat Avenue, not far from the primary school. Kiaat Avenue, Proclamation Hill.

4 International Pentecostal Holiness Church
